Meet the Team
Pastor Pablo Peña has served in ministry for over 20 years, including the last four as lead pastor. He holds a Master’s in Leadership Studies and is passionate about seeing people developed and transformed into the image of Christ. At just 20 years old, Pablo felt called to be a missionary to Central America—to serve families and see communities renewed. That calling was interrupted after he was kidnapped and forced to return to California.
But God wasn’t done. In 2024, during a trip to Honduras, the Lord reignited that early vision, eventually leading to the birth of Legado El Salvador.
Pablo also holds a purple belt in Brazilian Jiu-Jitsu and brings both spiritual and practical strength to the mission.
His wife Michelle is a gifted mother and leader with a sharp eye for organization, education, and finance. Married for 10 years, she and Pablo are raising four wonderful children—Amelia (7), Nathan (5), Caleb (3), and Oliver (4 months).
Together, the Peñas founded Graceful Minds, an enrichment business that teaches over 75 students Spanish, Brazilian Jiu-Jitsu, science, and music, equipping the next generation with both faith and skills.

Francisco "Pancho" Guerrero brings over 20 years of experience in social services, with a heart for empowering individuals and strengthening families. His leadership has spanned diverse settings—from community Parks & Recreation programs to group homes for pregnant teens, family reunification services, and shelters for mothers facing homelessness. He currently serves as Assistant Program Director at David & Margaret Youth and Family Services, where he continues to champion holistic, people-centered care.
At Legado, Pancho serves as our Operations Lead and Director of Projects, bringing strategic insight and deep compassion to everything he does. With over a decade in ministry, he is committed to advancing our mission with both purpose and passion.
His wife, Rose Guerrero, is a licensed vocational nurse (LVN) who answered God’s call over ten years ago to serve the nations. That vision is now being fulfilled as she uses her medical training to care for families in La Concordia with compassion and skill.
Together, Pancho and Rose have been married for 12 years and are raising three wonderful children—Alexa (8), Jeremiah (6), and Elias (3). As a family, they are on mission to share the love of Jesus through service, wherever God leads.
